stroke mortality rate in Florida is about ≅ 39.6 [deaths = 13,255]

the population of Florida is about ≅ 21.3 million (2018)

the stroke mortality rate in Utah is about ≅ 36.3 [deaths = 919]

the population of Utah is about ≅ 3.161 million (2018)

so, the comparison will not be appreciated as there is a huge difference in their population.

the small population will show a high mortality rate than the bigger population.

    so, the answer is True.
