In the case of Maxwell, when he suddenly wants to go skydiving out of impulse and without thinking in the consequences he might not be processing the dangers involved in doing it and perhaps even in the past he would have never even entertain the idea of skydiving. Driving the car at a high speed shows that perhaps he is not processing sensory information correctly and therefore can't judge if he is going too fast or too slow. About his dealings with others, it seams that his personality has been affected and he can't control his temper in the way he used to in the past. All of this can be affected if the Cerebral cortex has been affected by trauma.
