    Explanation:

    The initial project document is known as the project charter. Project Charter is a document issued by the project iinitiator or sponsor that officially authorizes the commencement of a project, and gives power to the project manager with the to apply organizational resources to the project. If the project manager does not know the project sponsor, it means he was not aware of the project charter or doesnot have the authority as claimed.

    The importance of thd project charter cannot be underplayed because the project charter will state the high-level requirements to satisfy the stakeholders' needs and it also defines the authority of the project manager.
