The project charter is the proposal and the plan of a project. It describes how the project is expected to be conducted and justifies the need for the project and it's benefits.

The manager is the one that overlooks the project progress and who guides the team members to achieve the objectives timely. Also, the resources of the project are handled by him or her as well.

The sponsor is the one who provides the financial or non financial aid, resources and support required to complete the project. At times, there can be more than one sponsor to a project.
