Explanation:

Parliament did not want to pay or fiance the Kings foreign policy that was unpopular during the time. This is the cause for the Petition of Right to be in place. It began in 1628.

The king instead forced loans and would force his subjects to keep his troops in their homes. This law gave Parliament jurisdiction over the king and kept him from spending money that was for the citizens and land.
