Who says the following and why? [O]f course she's not presentable. She's a triumph of your art and of her dressmaker's; but if you suppose for a moment that she doesn't give herself away in every sentence she utters, you must be perfectly cracked about her. Mrs. Higgins is scolding her son. Pickering is chiding Higgins for teaching Liza bad manners. Mrs. Higgins is expressing her deep contempt for Liza. Higgins is making excuses for Liza's poor performance at the dinner party.

It was Mrs. Higgins who said the lines stated above. She was scolding her son because of the way Eliza behaves in the party. She hold her son accountable for Eliza's actions and words used during the party which seems to be not so fitting.
