    The Emperor Meiji understood that Japan had been left behind int he world and the control was both technologically and militarily inferior to Americans and the Europeans.

    Meiji government sought to develop Japan into a powerhouse on par with the West and understood that good education would be the key.

    Japanese diplomats and teachers were sent on special missions abroad to learn educational techniques and subjects and to develop a high quality educational model in Japan.

    The strategy was successful and by 1990, 90% of all kids were going to school.
