The correct answer is b ... it is easier to prevent the degradation of old soil than it is to generate new soil ...

Prevention of degradation of the soil is necessary and should always be on a high spot as a measure that should be taking place all the time because it is much easier, cheaper, and quicker to prevent the degradation than to generate new soil. Prevention of degradation can be in very simple manners like the way of plowing, putting natural fences where the environmental factors will be minimised, using biomass for fertilizing, cutting down the pesticides as low as possible or putting them out of use, the way of watering ... These are things that just ask a change in the way of doing the same work on soil. On the other side, for a new soil to be formed takes a lot of time (usually over 70 years for 1 cm of soil in nice conditions), or lots of effort and money if it is produced by the people.
