    Balboa had some debt issue with his creditors and he didn't inform about the detested Enciso to his settlers.

    Explanation:

    Balboa set on a boat to a journey where he discovered the Pacific Ocean and settled in Hispaniola. There he started a pig farming followed by the plantation business and these business doesn't go well due to some debt issues. Also, he had no idea about how he could pay his creditors and so he left Hispaniola. Then he removed Enciso from the mayor's position and sentenced him to jail due to his in failure acts in the kingdom.
