The Holy Roman Empire was a result of Otto I not Emperor Constantine and only came into existence well after the fall of the Western Roman Empire, in 800 AD. While Constantine ruled a united Rome from 306 - 337 AD, long before the founding of the Holy Roman Empire in the first place.
