Which of these fair deal reforms did not happen apex?

While the Fair Deal Act was many proposals, offered by President Harry S. Truman to Congress, the term was simply a general characterization of a big agenda for the whole country that while sounding nice, was never fully implimented. The fair deal reforms that did not happen were a national health insurance program called Apex, and civil rights for all.
