    The first real fact you have to know is that Florida was devastated by the great Depression in the last decade before WW2. The hospitality Industry was desperate to see a recovery from the downturn in the economy. Finally they wrote a letter to the War Department stating that they needed their hotels to be used in anyway they could be for purposes that the military could figure out. The War Department took them up on their offer by following the 3 suggestions make by the Hospitality Industry. These suggestions were

    Turning the hotels and other buildings into troop training facilities Turning the hotels into recreation facilities Turning the hotels into hospitals.
