Both became militaristic, and started expanding their empires. However Japan never developed a total dictatorship like Germany did.

Both started the 30s as democratic nations and ended as expansionist militant dictatorships.
In both cases, totalitarianism emerged more-or-less legally as a result of flaws in the constitution.
