Why do some political scientists believe "issue networks" are more prevalent than "iron triangles"?

Some political scientists believe "issue networks" are more prevalent than "iron triangles" because there is an alliance of various interest groups and individuals who unite in order to promote a single issue or agenda in a way that influences the government policy. Issue networks can be either international or domestic in range reliant on their shared goal.
