A reason the Virginia and Kentucky resolutions were written in secret was that the authors were afraid the resolutions could be used against them in the next election. documents would anger lawmakers in the authors' home states. authors were afraid of being imprisoned as enemy aliens. authors' criticisms were illegal under the Sedition Act.
