How does the practice of the filibuster reflect the special character and structure of the senate?

    The structure is such that a majority vote is needed for everything. Those who don't want the majority to win become filibusters, that is, they prolong legislative debate indefinitely by keeping the debate going. The only way to formally stop this is to apply cloture, which still allows another 30 hours added to the debate.
