When President Bush declared a "war on terror" after 9/11, how did this statement change US foreign policy?

    It changed because it focused on fighting terrorism in all countries that were considered to be sponsors of worldwide terrorism. Thousands of troops were sent to countries like Iraq, Afghanistan, Syria, and many other places where wars were being fought against terrorist organizations. Everyone supported this and nobody opposed.
