    HR2520 is a federal issue because it is duty of congress to enforce laws that provide for the common defense of the United states.

    Explanation:

    The HR2520 allows the federal trade commision to provide privacy protection to all services which require broadband internet in general. Article 1 section 8 of the constitution states that congress can enact federal laws to regulate commerce among all states. As a consequence, all individual information in the Federal Trade commision database, available online, is protected, which includes social security number, health insurance, web browsing history, communication content, among others.
