    A negative effect of the 1933 National Industry Recovery Act was a. employees bargaining with employers. This act enabled the President to interfere with business prices because of severe deflation at the time. However, a year after it was passed, businesses disapproved of this act because it protected collective bargaining rights of unions. This led to a lot of unrest within companies.
