    It was John Locke. He believed that government is required to serve the people by defending their rights to life, liberty and property. He also believed in checks and balances. He believed that government should have a system of checks and balances and supports the representative type of government and that the right to overthrow government if it suppresses people’s rights. His views and thoughts made an impact on the principles of the American Revolution. Thomas Jefferson regards Locke as one of liberty’s most important thinkers and James Madison obtained most of his ideas on fundamental liberty and government from Locke.
