What is the best example of a politically informed citizen

A well-informed citizen has a political mode in all his essential manifestations: in cognitive activity, an emotionally-evaluative approach to the world, in his willful manifestations. In political life, "well-informed citizens" are staunch and active supporters of political forces close to them in spirit. To be well informed means to come to reasonably grounded opinions in areas that, as far as he knows, or at least indirectly, are of interest to him, although they may not matter for his personal goals.
