The economy of the Soviet Union and its economic system were based on the social ownership of the means of production, within the general Marxist-Leninist theory.

The State, on the basis of the network of soviets (assemblies of workers), determined a global planning and control of the Soviet economy in a centralized manner with the objective of satisfying the basic needs of the population. The highest planning body was the Ministry of Planning, known as Gosplan. In its process to determine the future development it received the directives of the Council of Ministers of the USSR and the Gosplan of the federated republics, elaborated the plan and approved it after submitting it to the Supreme Soviet.
