    Explanation: After the assassination of President Kennedy who started to embrace the CivIl Right Movement Act, blacks were worried about the progress of the Civil Right movement under the new leadership of President Johnson because he was a southerner. Presidency fell upon an old-fashioned southern Jacksonian Democrat of pronounced states' rights views. Although an honest and honorable man, Andrew Johnson was one of the most unfortunate of Presidents. The blacks were worried if he will proceed with the law.

    Furthermore, the first eight months of his term, Johnson took advantage of Congress being in recess and rushed through his own policies for Reconstruction. These included handing out thousands of pardons in routine fashion and allowing the South to set up "black codes," which essentially maintained slavery under another name.
