First find out how many digits there are. 1 digit=10 place, 2=100 place and so on. Next, use the decimal, say you had 0.26, and put that over 100. 0.26=26/100. Lastly, put it into simplest form which is 13/50. 0.26=26/100=13/50. That is how.

    Put the decimal over 1 = 0.75/1

    multiply both by powers of ten (1, 10, 100, 1000, etc) until the decimal is a whole number = 0.75/1 * 100 = 75/100

    simplify fraction
