Well, this question is essentially asking what number between 60 and 70 is a multiple of 7.

If you do your multiplication correctly, the number should be 63, which is 7 times 9.

You can mostly ignore the 28. The 28 is just extra information thrown in your face which really can't be used in the problem. So, instead focus on the "another number" that has a factor of 7. What that means is some number times 7 equals "another number."

They give us the interval of 60 and 70. So let's write out our times tables, once we hit a number in there we take it!:

    7*1 = 7

    7*2 = 14

    7*3 = 21

    7*4 = 28

    7*5 = 35

    7*6 = 42

    7*7 = 49

    7*8 = 56

    7*9 = 63

Keep in mind that the problem said between 60 and 70. And, never said including 60 and 70. That means 7*10 = 70. Can't be our number.

    7*9 = 63 is in our range.

The number we are looking for is the one that is between 60 and 70. So, our number is ... (drum roll) ... 63
