    0.35 and 31/100. They are rational because they can be written as fractions. 31/100, or 0.31, is a fraction, and 0.35 = 35/100 = 7/20, a fraction. Rational numbers either terminate (like 0.5) or repeat (like 0.66666 ...), which basically means that they must be able to be written as fractions (0.5 = 1/2 and 0.66666 ... = 2/3)
