The answer is 5,400.

You only have to worry about the hundreds and tens place so don't be intimidated by a bunch of numbers. 3 is the hundreds number and 8 is the tens number.

You have to see which number it is closer to 3 or 4 and 8 is closer to being 4 in the hundreds place than 3 in the hundreds place so it is 5,400. This applies to other roundings. You just look at the number placement being rounded and the number after.
