The rock cycle is slower than the water cycle. The rock cycle and the water cycle are natural cycles and both require heating and cooling to work. Both use forces of climate (weather) like rain, wind or both and dependent on the energy from the sun. The cycles therefore are slowed or even stopped in arctic areas were there is little heat.
