What is the most important factor that determines whether or not a president will get what he wants from congress?

    I believe the answer is: The partisan makeup of the congress.

    The congress has the power to limit the power of the president by rejecting the Bill that could be passed into law. When the partisan with similar political affiliation make up the majority of the congress, the president could pass the bill without many resistance.
