Why is nomination by petition most widely found at the local level of government?

    Explanation:

    In order to force the government to conform to a certain petition, the petition need to require enough public support that might threaten the position of the government officials if they decided not to hear it.

    Since the government official on local level represents smaller population than the federal level, Petition that given to local government has a much higher chance of success compared to petition given to state or federal government.
