Why did the Dred Scott decison say voters could not ban slavery?

In Dred Scott decisions, the supreme court ruled that Mr. scott, a slave who can had part of his life in non-slave territory could not sue for his freedom in a federal court beacause either if the person is black and is a slave or free is an african race.
