Why should the departments not be dependent on each other to act?

    The departments should not be dependent on each other to act because the separate departments wouldn't need another department's approval when they; re choosing an action. This system serves several purposes. One of them is to make the decision process a lot faster. The next one is to make sure that there is a separation of power that prevent a department from becoming too powerful
