    Oakland is the tenth most dangerous metro city in United States with a crime rate nearly four times higher than the national average, this might be the reason for continuous presence of police in city in order to decrease this crime rate, the policing agency will need to be on alert to prevent any incidence or sign of crime and to achieve this goal, there will need to be close monitoring for sign of criminal activities. However, Victor Rios's work on policing techniques shows that non offender are left with negative perception of themselves.
