Are there any welfare or subsidy payments that should be reviewed or added?

Most welfare is targeted by the Government to its citizen who cannot support themselves (the one who are unemployed, sick, or disabled), usually in the form of direct support such as free healthcare or other welfare payment.

The thing is, those direct supports do not cure the underlying problems, which is those Citizen's disability to support themselves.

to cure fix this underlying problems, The Government have to focus on increasing their quality as a human resources such as using the welfare budget to provide free education and creating new jobs. Which would significantly be better in the long run
