    Paul, 55

    Explanation:

    The three requirements for Senate:

    - 30 years of age

    - US Citizenship for 9 years

    - Living in the state the senator is running to represent

Larry does not have a US citizenship, so he is ineligible to run.

Becky is too young to run.

Although Barbara and Paul are both eligible, Paul is a better candidate because he is younger and has lived in Georgia longer.
