The house and Senate can only pass amendments to the Constitution if the president gives a thumbs up

The House of Representatives and the Senate need to have a quorum in the first place, that means that during the voting a majority (simple majority, meaning 50% + (1 person),) of the members has to be present.

Then, during the voting at least two-thirds of both houses have to be in favour - this is called supermajority.
