Which philosopher said that knowledge is not preexisting but grows from experiences?

    I believe the answer is: Locke

    he made this statement back when people do not fully know whether humans are born with full knowledge stored in our brain or not. Locke argued that the all knowledge that human possess come from externalities, including things such as direct observation that we made, the things that we learn and the events that we experience.
