    The form of government having least amount of power is the unitary form of government.

    Explanation:

    In the unitary form of government, the people of the country have the least power in their hands. In this form of government, most power is with in the hands of the government only.

    All the policies and the reforms to run the country are formed by the central government of the country. In this form of government, there is no power in the hands of the state and local form of government or in the hands of citizens.
