    The moral aspect in the society is maybe the most important thing to controll the population (Because if something is not accepted soccialy, then most people wont do it), where obviously, different fields (in where the norms are pplyed) may be harder or easier to be enforced only with values and beliefs. So yes, is true that norms are enforced by "imposing" values and beliefs.
