Is the answer your looking for it basically means that it's inconsistent not keeping up like when it says they worked more for ten minutes it didn't keep up meaning inconsistent if they would have worked hard the whole 1 hour and 30 minutes it would have been consistent c. But they only worked harder for ten minutes and stopped when she showed up.
