    10 Neon

    17 Chlorine

    Explanation:

There must be more to the question. Read on it's face value, Neon has 10 protons in its nucleus, and therefore the nucleus has a charge of 10 because it has 10 protons. Chlorine has a nucleus with a charge of 17 because it has 17 protons.
