Based on the historical evidence it is reasonable to refute the claim that Mexico incited war by killing 11 Americans.

    Explanation:

Mexican-American War (1846 - 1848) was preceded with the annexation of Texas in 1845. Shortly after annexation, James K. Polk (1795 - 1849), 11th president of the United States have ordered General Zachery Taylor (1849 - 1850) to move troops to Rio Grande border, knowing that dispute over Mex-Tex border was under question and could get violent response from Mexico. He later used this as an excuse to start the war against Mexico.
