Historically it is reasonable to argue in support of President Andrew Jackson's reasoning behind refusing to admit Texas.

    Explanation:

Texas became an independent state after it proclaimed independent from Mexico on March 2, 1836. Though the majority of its population shared a desire to become a part of the United States, politically this step was not supported by American leadership.

In particular, Andrew Jackson (1767 - 1845) shared the concern that the large state of Texas with its slave-holding nature would influence the pro - and antislavery argument in the Congress in favor of South states. He even was postponing the official recognition of the Texas's Independence.
