    The answer is: D.) Ft. Hayes Community College to the University of Kansas.

    To be categorized as cost-effective and having natural progression, the movement had to from lower level university to the higher level university, and both universities exist within the same state. Junior college and community college basically had the same level. So, the movement from Hayes to Kansas university is the most appropriate option.
