The First Amendment which ratified in 1791 states that "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof." However, the phrase "separation of church and state" itself does not appear in the United States Constitution.

he principle that government must maintain an attitude of neutrality toward religion. The First Amendment not only allows citizens the freedom to practice any religion of their choice, but also prevents the government from officially recognizing or favoring any religion.

First of all, it means that the government cannot make laws that favor one religion over any other, because it cannot make laws related to the establishment of a religion or the free expression of religious beliefs. Because it is there not only to keep religion out of government, but to keep government out of religion.
