If the layers are set up to scroll relative to an object, then they will only scroll when the object moves. So the answer is A.

The only time they will scroll when you set up layers to scroll a relative object is when they scroll the object moves which is letter A. It will not move even if the game begins or even if the game is collided with the bonus and it is not most likely will happen in the entire game for this is not necessary. The only time is when the object has been move.
