Do you think propaganda can ever be art why or why not?

    Art is information creatively expressed. All information is biased and misleading because all information contains only parts and never the whole. Inclusion of some parts means exclusion of other parts. The choice of what to include is where bias occurs. That is to say, all art, and greater still, all human information, is propaganda because to seeks to promote its own bias. The fact that this isn't obvious to many may even be further evidence that all art is propaganda. Propaganda works best when it isn't recognized as propaganda.
