Why do people hate joshu higashikata?

He often acts spoiled (complains about Josuke coming to life with them until he gets payed off), does constantly harrass Yasuho (trying to have sex with her when she is affected by Papermoon King) and often does dubious things (theft starts the Milagro Man arc and attempted swindle on Shakedown Road).

He stole a guys wallet (no dignity) and acts like a complete s** * to Josuke. Most people that like Joshu do so because of how much of an unrepentant scmbag he is.

Joshu is the spoiled third of Norisuke Higashikata IV's four children and eventually rubs shoulders with Josuke Higashikata without truly becoming a friend. He has an unrequited crush on Yasuho Hirose.
