There are 4 stages of art criticism: description, analysis, interpretation and judgment. Once you pass the first three phases, you've learned enough to make conclusions of your own. Therefore, the answer is the 4th phase, judgment. In this phase, you will think about whether the artwork in question is good or not, compare it to other pieces of art you're familiar with and finally, make a personal connection to it. It may remind you of someone or something in your life, or evoke some sort of emotions in you.
