    Let us find the area of circle first

    Area of circle = pi x r x r

    = 3.14 x 4 x 4

    = 50.24

    Area of Rectangular sheet = 16 x 24

    = 384

    Thus, no. of circles = area of recatngle / area of circle

    = 384 / 50.24

    = 4.64

    Thus, the answer is (A), because it is the nearest.
